Stephen, it depends a lot on which applications you're using. I don't know about ARRIS, but I do know that the DXF and DWG formats are not handled identically by every CAD program. The formats ar native to Autocad and were adopted by everyone else for the sake of compatibility, but that compatibility is a little shaky, at best. I have some software that is supposed to be able to import and export DWG and DXF, but there are still translation problems. Since ARRIS was developed for the UNIX system, I would think there might be some translation issues there, too. You won't know until you try, though.

Gary, you outline what I kind of suspected re the variability of dxf translations. This gives me an idea. In the past, some dxf data was freely available at www.quondam.com. Such data could be avaiable again, and this time the motive would be to find out how the data translates into any number of softwards.
If there is interest in this experiment, interest which could be gauged via response here, 2D and 3D data (zipped dxf files) pertaining to Le Corbusier's unbuilt Governor's Palace at Chandigarh would be (again) avaiable at quondam, only this time I would ask those downloading the data to post the results of the translation into whatever software the data was being imported into.
